Record note of discussion held on 6/10/2005 in the Social Welfare Sub-Committee meeting for implementation of RSVY works.

Highlights of discussion held:-

A. Health Department :-

In phase-I, construction work of 5(five) health sub-centres was taken up through EE,ADC, Dhalai & EE,RD, Dhalai. In addition, an amount of Rs.2.56 lacs was placed with CMO, Dhalai for procurement of furniture and equipments. As reported by CMO, Dhalai 2(two) nos. health sub-centre namely Mainama & Salema sub-centre are almost ready and shall be made functional after completing the formalities of inauguration, etc. The status of other sub-centres is reflected below :-

In the phase-II of RSVY project, provision has been kept for taking-up 13 sub-centres including those identified under phase-I. Besides, there is provision for construction of District Health Training centre with an estimated cost of Rs. 40lakhs. Provision has already been kept for strengthening MIS with an estimated cost of Rs.14 lakhs. After discussion it was decided that request shall be sent by CMO,Dhalai to EE,RD, Dhalai for preparation of estimate for the proposed District Health Training Centre.

B. Social Welfare Department:-

Following activities have been identified in phase-II of RSVY :-

a. Construction of 99 Social Education Centres.

b. Infrastructure development of Anganwadi Training Centre at Kulai with estimated cost of Rs.42 lacs.

After discussion, the following decisions were taken :-

1. Out of 99 targeted Social Education Centres, only 89 will be taken up as 10 centres have already been constructed under SGRY in previous years.

2. Estimate for improving infrastructure of Anganwadi Training Centre at Kulai would be prepared by EE,RD, Dhalai. For this, a formal request should be sent by DISE

C. Education Department:-

Following activities have been identified under RSVY – phase-II :-

a. Construction of 5 nos. Higher Secondary School. For this, provision of Rs.187 lacs has been kept. The Schools proposed to be covered are as follows:-

1.	Sriram H.S.School.	Rs.55 lakhs.	As some construction work has already been taken-up under MPLAD scheme. The actual requirement may be less than the amount earmarked.
2.	East Dulucherra H.S.School.	Rs.33 lakhs.	Recently construction work of two additional class rooms has been taken up under SSA and two more under NFFWP. For this reason, the amount required will be less than Rs.33 lakhs. Decision is also required regarding actual site of construction in view of likely difficulties in transporting material to the site where school is located at present.
3.	Chutosurma H.S.School.	Rs.33 lakhs	-
4.	Machli H.S.School.	Rs.33 lakhs	Some construction work has been taken up under BADP, for this reason actual amount required may be less.
5.	Ganganagar H.S.School.	RS.33 lakhs	-

b. Additional class rooms for 13 Schools- total amount kept Rs.65.25 lakhs.

c. Major maintenance of 42 nos. of School- total amount kept Rs.87.50 lakhs.

d. Furniture for 15 nos. School- total amount kept: Rs.32 lakhs.

The work proposed to be taken under above mentioned prioritised items, would require detailed examination at the level of District Education Officer, Dhalai for phasing out activities spreading over 2(two) financial years.

Following steps are required to be taken at the level of DEO for preparing detail action plan :-

I. Assessment of existing infrastructure in the 5(five) proposed Higher Secondary Schools, and identification of additional requirement.

II. Assessment of infrastructure required for the above mentioned 5(five) Higher Secondary Schools and finalisation of modal estimate based on the standard design of Education Department. For this, there has to be a realistic assessment based on the site conditions at each location.

III. After assessing the requirement of infrastructure and selection of site for construction works, design and estimate would be finalized by EE,RD, Dhalai in consultation with DEO, Dhalai.

D. Higher Education Department :-

Following activities have been proposed under Higher Education Department :-

a. Seminar Hall at Kamalpur Degree College with an estimated cost of Rs.50 lacs.

b. Sports Gallery sitting capacity of 500 with an estimated cost of Rs.18 lakhs.

c. Information Technology center at Kamalpur Degree College with an estimated cost of Rs.30 lakhs

d. Additional class room with an estimated cost of Rs.50 lakhs

So far, no steps have been taken for preparing detailed estimate for the above mentioned works. It was decided that Higher Education Department may approach Public Work Department for preparing estimates as per earmarked amount for execution of works.
